The Homeless Advocacy Project (HAP) exists to meet the legal and advocacy needs of homeless individuals and families in Philadelphia. HAP's goals are to provide direct civil legal services to homeless families and individuals, connect homeless clients with needed social services and advocate for the needs of Philadelphias homeless population and promote positive policy changes to address those needs. Homeless persons who have civil legal problems are encouraged to visit any of our clinics to receive free legal assistance; they may either go directly to a clinic or call HAP for an appointment at 1-800-837-2672 or 215-523-9595. With a legal staff of 9 and a corps of 350 volunteer lawyers, paralegals, and law students, HAP engages in direct outreach to homeless individuals in need of legal services.
