Can a landlord really keep my deposit for 21 days after I move out??

I have an eviction for the end of this month and I have sec 8 and my landlord wanted me to rent a second property she had in Santa Barbara county. When I said no and that I was moving to be near family in Washington she got nasty and started harassing us and told housing we were filthy and they came out and inspected special and said it was very clean but for packing and moving. Then she said I can’t have my money for 21 days after I move and if I want to leave a mess she will just keep it and clean it all up as if!! Is all this ok? Housing inspector told me to contact you. Also is it even legal to move right now? We are supposed to get the truck next Thursday?
